I should like to ask the chairman of the Committee on Appropriations if at any time during the discussion leading up to the Insertion of these items in the bill the question of the congestion of immigration in this country was considered? I ask this question for the purpose of bringing out. if the chairman of the committee cares to express himself on this subject. whether or not immigration is being concentrated very largely at the port of New York. and whether he has information that the Department of Commerce and Labor Is in any way seeking to distribute the immigration throughout this country.
