We had agreed wiith the other nations to designate an authority to obtain and centralize all Information concerning the procuration of alien women and girls with a view to their debauchery. and this section 6 is an attempt to provide the legal machinery for carrying out that agreement on our part. and* It rests upon the treatymaking power of the Constitution.
