I hope the amendment proposed by the gentleman from Minnesota will not be agreed to. This Houses has spent considerable time this afternoon on this bill. These clerks have paid out this small sum of $1.600 or $1.700 to naturalize persons who are now citizens of the United States What is the use of going back over this ground some other day in some other bill? There is no question that they ought to be paid. They proceeded under the statute which the CompL troller of the Treasury so construed that they could not be paid under at the time.
