Congress authorized the sum of $25.000 in the sundry civil bill for the fiscal year .1910. in these words: That the sum of $2fi.000. appropriated In the sundry civil appropriation act for the fiscal year 1910. to carry Into effect A portion of section 13 of the act of June 29. 1900 (34 Stats.. p. 596) is hereby made available to pay. during the fiscal year 1910. for additional cler:ical assistance for the clerks of court which. during the fiscal year .1909. collected naturalization fees in excess of $6.000. Under that law today the money is available. and the speech of the gentleman from New York is of no .effect.
