Mr. Chairman. a word as to the second section of the bill. Certain clerks proceeded on the theory. in which the Secretary of Commerce and Labor shared. that the language which we propose to strike out was operative. and they spent money from their own pockets for clerical assistance. and the Comptroller of the Treasury made the decision that the Secretary of Commerce and Labor had no right or authority to authorize additional clerical assistance. that there were no funds from which they could be paid. and. therefore. for naturalizing citizens of the United States. resulting in a profit to the United States. they have been penalized. The total amount is not great. In the two courts with which I am acquainted I think it is something like $1.100 or $1.700.
