And that act provides in section 5 as follows: Nor shall this act be so construed as to prevent any person or persons. partnership or corporation. from engaging. under contract or agreement. skilled workmen in foreign countries to perform labor in the United States in or upon any new industry not at present established in the United States. This permitted and permits importation of skilled labor to engage only in a new industry not already established in this country. But the title of the pending bill does not .mention contract labor. and this proviso allows importation ofskilled laborIf labor of like kind unemployed can not be found in this country.
