Clearly we have no tenure of the Hawaiian Islands unless we can control the water around those islands so that we can land Americans there whenever occasion may demand. On the contrary. today a foreign power controls the water around those islands. and not one additional American could put foot in the Hawaiian Islands. without the consent of this foreign power.
