Mr. Chairman. I would never classify as a pauper a man who is healthy and willing to work. because we must always remember that when a man. say. of 20 or 21 years of age comes to this country from Europe. the country whence he came has paid the expense of raising him and of educating him. and just at a time when he may become useful to his own country he emigrates to the United States. Front my point of view that man represents a commercial value. and if he is sane and sound and willing to identify himself with us. I would certainly not classify him as a pauper. even if he did not have a nickel in his pocket.
