It is proposed to. add as section 10J the following: SEC. 10J. That all alien immigrants above the age of 15 years who can not write in a legible hand from dictation 50 words from some European language. the words not to be identical in any two cases. shall be required to pay a tax of $200 before being allowed to enter the United States. and the Secretary of Commerce and Labor is authorized to prescribe suitable rules and regulations and to designate proper officials to carry this provision Into effect: Provided. however. That nothing in this section contained shall be construed to impair the obligation of any valid treaty now existing between this Government and any foreign power.
