According to current newspaper reports. the superintendent of prisons of New York State has just made a census of state penitentiaries which reveals that there are 990 alien felons confined therein. of which number 349. or over onethird. were convicted of felonies before they had been in this country three years. Nothing is said of the number of aliens convicted of minor offenses. but those convicted of felony alone have. are. or will cost New York about $5.000.000. and still there is no law Under which they can be deported. I also desire. with his permission. to put in the RECORD a letter sent to me by the senior Senator from New York . The letter referred to is as follows: 1470 FIFTH AvENuE.
