President. this amendment Is offered on behalf of the consumers of tea in this country and on behalf of the interests of the country in the production of tea. We are paying out in cash from $13.000.000 to $18.000.000 per year for tea to a limited area of production. We can produce all the tea that we need in this country under as favorable circumstances and of better quality than it is produced in Asiatic countries. We have an area of more than 200.000.000 acres that the Agricultural Department of the United States has pronounced adapted to the growth of tea. This year the product of tea will equal 33.000 pounds. and in twenty years we can produce. and will produce under the encouragement proposed by this amendment. all and more than all the tea necessary for the people of this country.
