I have noticed during this session of Congress that it has been popular to quote party platforms. and in the light of the attitude of the administration toward the people of the Porto Rican Island and their representatives. I want to quote from a politicalparty platform. and I want to ask how the party promises in that platform comport with the performance which it is proposed shall be given those people through tie action of Congress. I read from the Republican national platform of 1908. under the head of " Colonial." as follows: We believe that tile native inhabitants of Por.to Rico should at once be made. collectively. citizens of the United States. and that all others properly qualified under existing law residing in said islands should have the privilege of becoming naturalized.
