I will assume. were obtained in a wholly legitimate manner. I am equally satisfied. however. that a large percentage of them were obtained in defiance of the land laws of the United States. I can remember. but a few years ago. when nearly every train going through my State had more or less emigrants upon it going to the lumber districts of Washington and Oregon to take up homesteads. It was freely talked among them that somebody would furnish them a living and pay them six or seven hundred dollars per quarter section and their expenses during the time they had to live upon the laud. A great number of proofs were made in this way. and the land was immediately sold to these great lumber interests.
