I know of their ways that are devious. I know the tricks that they play. I know the efforts that they make to break down the immigration laws whenever they Can. and this is simply a step in the direction of breaking down that wholesome provision which requires that they shall keep these manifests. At this time the pretext is that the boats from Boston do not have time to miike them. They have from fifteen to twenty hours in going from Boston to the Canadian ports. and yet the gentleman says the passengers may be seasick. and it is irksome to make them.
