Mr. Speaker. this is a bill of great importance. and there developed. when it was under consideration by the Committee on Immigration. quite a difference of opinion in regard to it. For that reason I believe it is hardly proper that a bill of this kind should be brought up and an effort made to push it through on the last night of the session. as the gentleman from New York proposes. I believe that under these circumstances this bill ought to be voted down. Gentlemen. there is no immediate pressing demand for legislation of this kind. Now as to the merits of the bill.
