The .Senate is probably aware that what is known as the "immigration fund." which is created by the head tax on aliens admitted into the United States. has always been held as a separate fund. By the provisions of the pending bill that fund is turned into the Treasury. and direct appropriations are made for carrying on the work previously carried on and paid for out of that fund. Immediately preceding the proposed amendment is the provision for carrying on the work of the Bureau of Immigration. By the act of1907. the "immigration act." so called. the Immigration Commission was created. and the expenses were to be paid out of that fund. That has. been carrying on its work. and the work is very largely completed. More than half of it is done.
