I am going to finish the answer before I yield. because I will forget the questions if I do not. It is on the edge of that reserve that these conditions exist. At the time the forest reserve was created we had just made a large appropriation for the purpose of building a state wagon road through that reservation. so that immigration might go there. and settlers might come in and make their homes. We had no more than made that appropriation and started to build the road than the Government set the land aside as a forest reserve. whereupon the possibility of and the Inducement for settlement ceased. It may be said that a man can locate agricultural land in a forest reserve. but when you make the conditions onerous and the terms upon which he can do it humiliating-
