It was stated by the Senator from South Carolina in the course of his address that a certain person was employed in making an investigation along the border between Texas and Mexico. and that that person was receiving a salary of from $7.000 to $8.000 and traveling and other expenses. I observe from the immigration act. under which the commission has been acting. that the President is authorized to appoint three colmmissioners and to fix their compensation. but I do not observe that the President is authorized to appoint anyone else. I ask the chairman of the commission who appointed the gentlenman referred to and fixed his compensation?
