Mr. Speaker. in reply to the gentleman from Illinois. I quote from the Republican platform of this year: We believe that the native inhabitants of Porto Rico should be at once collectively made citizens of the United States. and that all others properly qualified under existing laws residing in said island should have the privilege of becoming naturalized. You had the whole campaign in which to consider it. We have advocated it on the stump and we have promised the people that if we were given the opportunity we vould pass a law to put that into effect. I do not know why there should be any necessity for delay.
