Mr. Chairman. if the gentleman will allow me. this is subject to the point of order. but I think if the gentleman understood it he would withdraw it. because by statute he now gets $4.000. but there is paid to him annually. and has been for many years. under the sundry civil bill. $1.000 in addition from the fund for the Chinese exclusion. So he gets the same salary. We thought it would be better to show on the face of it just what his salary was. and to make it one sum. so that while in phrase this is an addition. and while in appearance and technically it is subject to the point of order. it really does not substantially make any difference. and we thought it better legislation to have just what he was getting appear in one place.
