Mr.. Speaker. at the last session of Congress we passed an immigration bill which included what was known as "section 42." the airspace section. That was reported by the committee of conference and was passed. It was passed mainly. I understand. on the suggestion of the Commissioner of Navigation. It was done for the purpose of increasing the air space and relieving the crowded condition of the steamships. The taking effect of that law was postponed until January. 1009.
