This is not a publicbuilding bill in the ordinary sense. It is paid for from a special fund. the immigrant fund. and does not come under the head of public buildings. We have passed a bill for Philadelphia and it has become a law. This was recommended by the committees of both Houses. by thie Immigration Commission. and by the Department. We passed a similar bill two or three months ago. The House has sent back the same bill with a limitation which I think ought to be removed. I thought it would save time to have it done. as the need of the building is very great.
