But now. gentlemnen. in regard to the other amendment provided for in the bill. It is a mere question of administration. We attempted in the bill to provide for the payment of clerks and additional clerical force necessary to prevent congested naturalization. but we failed to say "which is hereby appropriated. " and under the rulings of the Comptroller they had no authority to make payment under it. and for that reason the second proposition in the bill is merely for the purpose of correcting that. I do not think this is an unjust law. and I say that the Govermnent of the United States ought to have its rights in the appellate court as well as the applicant himself. It is in the interest of good citizenship and of a uniform administration of the law.
