That any male person over the age of 21 years. actually resident in the island of Porto Rico. and an elector of Porto Rico under the laws thereof. may. upon his own motion. become a naturalized citizen of the United States by complying with the following forms and conditions: First. He shall appear in person before the municipal judge of that municipality and judicial district within the island of Porto Rico wherein he may reside and file a declaration of his desire to become a citizen of the United States.
