Mr. Speaker. I was not present at the time of the consideration of this bill by the Committee on Immigration. I knew nothing of the fact that it was being considered or was pending before the committee until I found that it had been reported by the committee. I then stated to the gentleman who reported it that I would not support the bill and that I believed it vicious. I believe that it is an attack upon the contractlabor system. or the prohibition of laborers coming in under that system. and it is a step toward breaking it down.
