Mr. Speaker. this bill was introduced by the gentleman from Iowa lar. HEPBURN] and is reported to the House by the Committee on Immigration and Naturalization. by whom I am directed to bring it up. The purpose of it is to perimit the government of Hawaii to induce the immigration of white laborers into those islands. As perhaps all Members of the House know. for many years past the islands have been restricted almost entirely to oriental labor. Many years ago a large number of Chinese coolies were landed in the islandh. Their number has been gradually lessening. until now they number probably not more than five or six thousand. In more recent years the people of Hawaii have chiefly depended upon Japanese labor. and today the Japanese constitute a majority of the inhabitants of the islands. The desire of the citizens of Hawaii is that they may have an opportunity to Induce the immigration of white labor into those islands. and they are willing to pay the expenses of transportation there. thinking that it will be impossible otherwise to induce immigration of any considerable number of white laborers. since the expense of going there is so great.
