We asked it because in the back room of the grand jury. an entirely ex parte proceeding. any man who was ever a prosecuting attorney and who ever went before a grand jury knows that the dictum of the prosecuting officer is often all that the grand jurors desire. It is notorious that indictments are frequently brought in because the prosecuting officer says to bring them in. Another thing. when you get before a petit jury. where both sides can be heard. where the jurors can look into the faces of all of the witnesses. it is a different matter. and when this Immigration Commission looks into the faces of the beautiful horde that Russell and Bonaparte have been transporting from Florida to New York and back and forth for immense mileage fees. that Immigration Commission will have no difficulty in making up what its report should be.
