Mr. President. the Senator who reported the bill is not present. but the bill came from the Committee on Immigration. and I gave it a great deal of attention. both in the committee and here. I believe it to be a thoroughly proper bill. It is to cure certain defects in the past in cases of naturalization under the old territorial laws. and where the law as now existing would exclude certain persons who were naturalized under the old laws. An amendment has been proposed which completely guards the Government. The bill has the unanimous report of the committee. of which I think the Senator from Kentucky is a member.
