I fully realize that what I have said will be met with counter argument by many people in our country. and especially throughout the East. There are those who urge most vigorously that any restriction is wrong. They urge that we should encourage the immigration of Japanese. .They believe that we need the labor of these people. The latter part of January of this year a splendid body of representative menthe National Board of Trade--convened in our nations capital. That body of able men adopted on January 22 a resolution upon this question. which I desire to call to your attention: Resolved.
