Suppose that former country. they having renounced allegiance to that country. did not desire them back. when the only reason in the world for sending them back was for an offense committed on American soil. Would It not embroil us in all sorts of international complications with other countries? There are certain countries which make it a crime for their citizens to emigrate to a foreign country. We welcome them. however. and under our law they are safe. while within our jurisdiction. But when we deport them. they having given up allegiance to their foreign country. as they have in certain cases. they are men without a country.
