Mr. Speaker. from certain matters which have come within the range of my own observation I am convinced that. originating I know not where. there is an organized effort to prevent immigrants from moving into or staying in certain Southern States. particularly Louisiana and Mississippi. A prominent contractor who had built hundreds of miles of railroad in Pennsylvania. himself an Italian. a very reputable and responsible man. obtained the contract for building a railroad in Mississippi and Louisiana. He went himself upon the ground and reported that he found it particularly adapted to settlement by his fellowcountrymen. both as to climate and soil conditions.
