In answer to the question of the gentleman from Illinois. I will state that I am not sufficiently certain of my own opinion being well grounded to be willing to make a statement of it as a proven fact. but the allegations were used both abroad and by immigration agents in New York. so as to divert immigration from these sections of the country to other sections of the country. I have my own opinion as to what the interests were that were making use of this. but as I am not sure and can not prove it. I do not care to make the statement. I now yield three minutes to the gentleman from New York .
