The gentleman from Illinois concedes that the Committee on Rules has jurisdiction over the btsiness of the House. This is a question relating to immigration. upon which the House has been legislating. It would be entirely competent for the Committee on Rules to refer this investigation to the Committee on Naturalization and Immigration of the House. it would be equally competent for the Committee on Rules to refer it to a special committee. Now. the proposition to refer is simply a proposition to refer it to a special committee. namely. the special commission. and is fairly. therefore. within the power of the Committee on Rules. as it relates to the business of the House.
