I want to ask the gentleman how he can justify the Secretary of State in refusing. not only to naturalized American citizens who were formerly Russian subjects. but to all American Hebrews. the right to have a passport unless a foreign power shall give consent before the passport is Issued? He has furnished a very interesting historical discourse. which has given me much useful information. but he has not answered the question at issue at all. Now. gentlemen. I appeal to you to get an answer out of the Department of State which shall be a real answer. Why did they publish the circular of May 28. 1907?
