It directs the Secretary of .the Department of Commerce and Labor to acquire by purchase or condemnation asuitable site* and cause to be erected. complete. thereon a publhciullding to temporarily accommodate and dare for immigrants arriving at the city of Philadelphia. Pa.. the cost of the site and the complete erection. equipment. and furnishing of the building not to exceed the sun of $250.000.
