I can see from the Senators explanation how the committee have struck out certain physical designations that covered the previous introduction of the negro or his affiliated relations for the purpose of being sold into slavery. I should like to ask the Senator whether he thinks substituting the word "persons " for all the classes that were formerly brought here for the purpose of being sold into slavery. the importation of coolies or of persons under contract to labor. or the introduction of persons for immoral purposes is covered by the phrases and limititions contained in all these sections of being brought without consent to a condition of slavery. because if the Senator has reported a body of law that makes the result which he seeks to reach and prohibit. a condition which does not exist and which is not covered by the term " slavery." he has sent to us a series of propositions that will be absolutely inefficacious.
