In the northern portion of the State. in the Congressional District which I have the honor to represent. we have the boll weevil. and in that section of the State of Louisiana there is such devastation that early in the fall. before the usual crop season was half over. the entire crop of cotton had been gathered. and also that the crop in the State of Texas has been devastated by the ravages of this insect which is now making its progress onward into the State of Mississippi. The condition which he speaks of being local. it would not be just to the cotton raisers of this country for the idea to be passed over the land that there was an enormous quantity of cotton to be harvested. As for the question of immigration. I believe in restricted immigration. As to the question of appropriations in large amount for the stations to provide for the comfort of immigrants. I think they should be scattered in the various portions of the country. It is only for the purpose of correcting this wrong impression which may have obtained on account of the statement of my colleague that I desire to make this correction.
