Such people are not desirable. and they come within the class excluded by the great statesmen President Jefferson and President Madison. when they declared that we wanted only those who were capable of assimilation and who come to make America a permanent home and abiding place. to live with us under the flag of the country. and to help us develop its resources and protect and maintain its free government.
