Mr. Chairman. I am in favor of the pending bill because we need the labor of those immigrants. I come from a State where less than a year ago there was a demand for labor that could not be supplied. The gentleman from Iowa is disturbed because a large number of those immigrants have returned to their native lands in the last few months and have taken with them a portion of the money they had earned here. Why have they gone. Mr. Chairman? Not because there was no work for them to do. but because the breaking down of your financial system compelled the abandonient of. necessary works of improvement and development in a period of great agricultural and business prosperity.
