In some Statesat any rate. in my own StateI know it to have been a fact that the probate courts undertook to issue certificates of naturalizationundertook to naturalize citizens. Under the certificates issued by those courts the rights of citizenship were exercised. and people undertook to vote under them. After a lapse of some years the supreme court of the Territory determined that the probate court had no power to grant naturalization. There probably are other cases of that sort in the United States. It Is just as great a moral offense for any man to undertake to use a certificate issued by a court of that character which in the end it is determined had no jurisdiction as it would be if the court had really had jurisdiction. and it was in that view that the committee agreed to this amendment.
