Sc. .:1 That there shall be enrolled. In such manner and under such requiements as tire Secretary of the Navy may prescribe. from the officers and mert now and hereafter employed in the merchant marine and fisheries of tile United States. including tire coastwise trade of tire Atlrntic and Pacific and the Great -Lakes. such officers. petty otliccrs. and men as may Ire capable of rendering service as members of a naval reserve. for dity int tine of war. and who are willing to ndertake such service. to be classilied in grades and ratings according to their capacity its shown at time of enrollhnent. No marl strall be thus enrolled who is not a citizen of tire United States by either birth or naturalization. These nmembers of the Naval Reserve shall be enrolled for a period of four years. during which period they shall be subject: to render service on call of the Iresident ia time of wit. hey shall also possess such qualifications. receive such instruction. and be subject to such regaitions as the Secietary of the Navy may prescribe. The Secretary of tire Treasury is hereby authorized and directed. upon proper audit by tire Auditor of tire Navy Department. to pay out of tiny money to be antnurally approprirAted tierefor upon estimates to be annually submitted to Congress in the Book of Estimates to such officer. petty officer. or tanit this enrolled and employed in tire merchant marine or fisheries. including tie coastwise trade of the Atlantic and Pacilic and the Great Lakes. as hreinafter provlided. an annual retainer as follows: For !each officer of the line or Engineer Corps having tire rank of lieutenant in tire Naval Reserve. $110. for each officer of tire line or Engineer Corps having tire rank of lieutenant (junior grade) in tire Naval Reserve. $90. for each officer of the line or Engineer Corps having the rank of ensign In the Naval Reserve. $80. foreach man with a rating of chief petty oficer. $70. for each man with a rating of petty officer. .first class. $60. for each man with a rating of petty officer. second class. $48 for each man with it rating of petty officer. third class. $10. for eacb seaman. first class. $36. for each seaman. second class. $30. for each seaman. third class. $24.
