I am one of those Members of this House who are not entirely satisfied with the bill now before uis. I do not think it entirely meets the situation. And yet I recognize. as my -colleagues on the comlmittee lointed out. that it contains iany necessary provisions. provisions relating to tile adninistrations of the immigration laws which are imperatively demanded anid wlIich have een repeatedly aslied for by the officials of the United States Goverinent charged with the administration of these laws. Therefore. it is ly piurpose to vote for this bill. or rather for the report of the conference committee. Among other provisions which I regard as very important provided for by this hill are amendments to the contractlaibor laws. For years the immigration officials of the United States have not been able to enforce those laws. and I believe that the provisiots inserted in this hill. fornmulatedll by tile Coilmlittee on. Inmigration and Naturalization of this House. of which I htve He honor to be ai member. will make such changes ill the law as wrill enable tile immigration olficers to admlinister these laws and carry into effect tie Iureses that Congress had in view when it elacted them.
