Speaker. just a word or two on the bill now ibefore the House to regulate the inmigration of aliens into the United States. In the main. it is a good. wholesoine leasure. lowever. I alt opposed to the increase ol the head tax from $2 to $4 on each and every alien entering the United States. It will work a serious hardship on the poor ian with a family. For instance. in my frequent visits to Ellis Island I have observed that the average fanfily of the alien Is from -live to eight. including his wife and himself. which means a tax. over and above the transportation. of frois $20 to $32. a very heavy burden. indeed. Again. miy observation has been that the man. with his fanily with him. comes to stay and to make this his lioie. 1.is children enter our schools and 1ueconie good. lawabiding titizens antd add to the wealth and lrosperity of the nation. This head tax is not needed. as there are now several illillions in the imnigration fund. which is growing rapidly. and (Jierefore is intended as : restrictive measure. Ill lily judgiient it is unnecessary and unwarralited. amid an injustice to a deserving and a desirable class of iiimigrants. It the -.econtd place.
