The Chair has not had time to hunt tip all the provisions of the immigration laws of the country. but. the repealing clause. with the exception as proposed by the House .and the disagreement of the Senate. sent this whole matter. in the opinion of the Chair. to the conferees. Now. then. there is but one provision that is seriously contended for ill the. point of order that is made. and that is to be found on page 2 of the House conference report. 6607. and is as follows: That whenever the President shall be satisfied that passports issued by any foreign government to its citizens to go to any country other than the United States or to any inmilar possession of the United States or to the Canal Zone are being used for the purpose of enabling the holders to come to the continental territory of the United States to the detriment of labor conditions therein. the President may refuse to permit such citizens of the country issuing such passports to enter the continental territory of the United States from such other country or from such insular possessions or from the Canal Zone. Now. then. one of the principal efforts in legislation heretofore has been to exclude labor that is brought in under contract or is promoted. so to speak. and the very reason of that legislation has been and is that the labor conditions in the United States should not be affected unfavorably.
