The question submitted to Mr. Earl was as to.whether Mr. .Watsons activities were illegal. in other words. as to whether he had violated the. contractlabor law. Now. Mr. Earls decision exonerates Commissioner Watson. but the opinion distinctly indicates that if the question had only been put in another form. if the question asked had been as to whether these immigrants were lawfully admitted. the answer would have been a very different one. Now. there is the question that we want to get at. Obviously. the Secretary of Commerce and Labor believes that these men were lawfully admitted. although he does not say so.
