Mr. President. that I will vote against the passage of such a law as is presented in this report. On the contrary. as I believe not only in the enforcement of the contractlabor law. but. if need be. would increase its efficiency. and inasmuch as I believe in the exclusion of Japanese coolies and laborers from the United States. whether entirely or to the extent proposed in this measure. I shall vote for this report disconnected from the point of order. The Senator from Massachusetts a few moments ago suggested that the proposed legislation with reference to passports did not name the Japanese.
