I think we should have the right to deal with thel. It was oil that theory that the conference acted. that they had to take this matter appareltly new. but which really related only to tie inmigration subject. Although it involved the aniendlnent of another statute. it related only to the particular condition of the immigrants. They felt that with an entire statute before theni it was legitimately withii their scope: I have not clanged my ilnid as to the powers of conferees. I hold to tlhe same view as the Senator from Maine. and the view that I myself expressed. I have not the least desire to put into the hands of conferees powers which do not belong to them. I believe that I am as jealous of the integrity of tile powers of the Houses as aiy Senator can lie. My contention is that we have not exceeded our powers under the situation presented. the very unusual one of not only striking out an entire bill. but pla.cing in the conference an entire statute relating to the care. the exclusion. and the admission of immigrants into the United States. The subjectmatter being befl:oe us in tht way. it seemed to tie the true test was. Is the subject properly germane to tile .subject intrusted to tile conferees?
