As I take it and as I believe the best parliamentarianis hold. the test of the powers of the conferees in a case where an entire statute has been substituted for the bill of .one House is whether tile subjectmatter is germane to the general subject committed to the conferees. Will anybody read the section which makes exceptions ill regard to our neighbors in contiguous territorywe have named those countries and made a special exception in their caseand deiy that it is legitimately within the power of the colference to add an additional section as to the admission of immigrants under certain conditions of passports which would enable them to enter the country? If we are confronted by a question as to the admission of aliens holding certain passports. it is just as legitimate to add them to that section as it is to strike out the clause which permits the Canadian and the Mexican to come in after one years residence without paying a ( head tax. a privilege which is refused to all the rest of the world. The international conference to which the Senator also made the point of order is an extension of a House section. The House bill contained what the Senate bill did notprovisions for the establishment of t commission to inquire into the whole subject of immigration. both at home and abroad. The work of the conference was practically merely to extend the power of that commission to enable them to make an agreement. if they could. with other countries so that other countries would recognize and aid us in enforcing the laws relating to immligrants into the United States.
