I can see no reason why a more grave and serious and dangerous situation in the South should not be thought of and cared for. Is there any Senator here prepared to discuss and to oppose the propositionthat the six States beginning with South Carolina and bordering on the Gulf of Mexico need white people? I called attention to the fact the other day that there are 30.000 more negroes in those six States than there are whites. It looks to me that instead of our closing the doors to white people getting there. even as contract laborers. which I am not in favor of. the Senate had better relax the laws rather than tighten them up.
