I should like to ask the Senator from South Carolina what connection the provision contained in the first section of the bill. which it is contended would exclude Japanese from the Pacific coast. has with that provision of the bill which the Senator refers to. and which he contends would exclude immigrants from -South Carolina? What is the necessity of connecting the two propositions? They are separate and apart. and there is no connection between them. and it seems to me that it is not necessary in this debate as to the effect of this bill on the Southern States to include matters affecting the Pacific coast. We have our troubles and we have endeavored in a diplomatic way to settle and adjust them in this bill. and it appears to me that there is no necessity for connecting the matters set forth in section 1 of the bill with what the Senator desires to correct as far as the Southern States are concerned.
